HS SCS SB 290 -- RETIREMENT SYSTEMS This bill makes changes in several local retirement systems. PROSECUTING ATTORNEY AND CIRCUIT ATTORNEY RETIREMENT SYSTEM The bill: (1) Requires contribution to the retirement system by any county that elects to make the prosecuting attorney a full-time position; (2) Delineates the amount of contribution to be made to the system, based on county classification; and (3) Sets the annuity amount for a retired prosecuting attorney in any third or fourth classification county where, after August 28, 2001, the position is full-time at 50% of the individual's final average compensation. POLICE RETIREMENT SYSTEM OF THE CITY OF ST. LOUIS The bill: (1) Reduces from 3 to 2 the number of years used in the calculation of average final compensation and provides numerous alternative calculations for individuals participating in the Deferred Retirement Option Plan (DROP); (2) Explains who can participate in the DROP and how; and (3) Allows a one-time re-entry in the retirement system from DROP, with certain restrictions. POLICE RETIREMENT SYSTEM OF THE CITY OF KANSAS CITY The bill: (1) Increases duty disability benefits from 60% to 75% of final compensation; and (2) Increases non-duty disability benefits from 2% to 2.5% of an individual's compensation multiplied by the individual's years of service. CIVILIAN EMPLOYEES' RETIREMENT SYSTEM OF THE POLICE DEPARTMENT OF KANSAS CITY The bill: (1) Prohibits reduction of the disability benefits below the amount that the member has already contributed when a member receives both worker's compensation benefits and disability or death benefits; and (2) Restores survivor benefits to a surviving spouse who has remarried. OTHER PROVISIONS The bill: (1) Allows sick leave compensation for St. Louis City firefighters to be divided so that 50% of the dollar amount is deposited in the individual's DROP account, 25% is added to the member's final average compensation, and 25% is added to the member's creditable service. (2) Removes the remarriage penalty for survivors of the St. Joseph's Firemen's Pension Plan; and (3) Requires the City of St. Louis Employees' Retirement System to provide retired member information.Copyright (c) Missouri House of Representatives
